IBFD Launches the Observatory for the Protection of Taxpayers’ Rights


Amsterdam, Netherlands, April 18, 2018 (GLOBE NEWSWIRE) -- IBFD will be launching the Observatory for the Protection of Taxpayers’ Rights (OPTR) during the 3rd International Conference on Taxpayer Rights in Amsterdam on 3 and 4 May. The Observatory is a non-judgemental platform for keeping track of the developments in the practical protection of taxpayers’ rights around the world. It follows the standards established by Prof. Dr Pasquale Pistone and Prof. Dr Philip Baker at the 2015 IFA Congress on “The Practical Protection of Taxpayers’ Fundamental Rights”. The 3rd International Conference on Taxpayer Rights is convened by the National Taxpayer Advocate Service of the US Internal Revenue Service, hosted by IBFD and sponsored by Tax Analysts.

Today, the relationship between human rights and taxation is undeniable, with the former directly influencing different facets of the tax relationship, both materially and formally. The OPTR is a timely and relevant action for the continuous monitoring of the observance of minimum standards and the adoption of best practices around the world with respect to the guarantee and protection of human rights pertaining to tax matters.

In this regard, the OPTR will also be permanently monitoring the real accomplishment of said parameters, as well as their amendment and development in different regions of the world. The goals of the OPTR are achieved through the information supplied by national groups of experts appointed from a number of surveyed countries. National groups are formed by practitioners, tax authorities, academics and the judiciary, in order to obtain a neutral, balanced report on the situation of taxpayers’ rights in surveyed countries.

The OPTR’s first General Report, containing information on the monitoring of the level of compliance with minimum standards and best practices for the protection of taxpayers’ rights around the world between 2015 and 2017, will be launched during a presentation at the 3rd International Conference on Taxpayer Rights. Attendees of the conference will have the opportunity to learn more about the mission, vision and core values of the OPTR and will receive access to the contents of its first General Report.
