The VSE Board meeting held on January 21, 2008 (Minutes No.08-40) having
considered the application filed by VSE member Orion Securities, decided 
to grant Orion Securities the right to act as market maker (Liquidity Provider) 
with respect to the shares of Pieno Zvaigzdes AB starting from January 22,
2008.
